3 Tbsp extra-virgin olive oil, divided
2 lb beef chuck stew meat, cut into 1-inch cubes
Kosher salt
Freshly ground black pepper
1 yellow onion, finely chopped
2 medium carrots, sliced
2 celery ribs, chopped
3 garlic cloves, minced
3 russet potatoes, peeled and cut into large chunks
4 cups low-sodium beef broth
1 (11-oz) bottle Guinness stout
2 tsp fresh thyme
Chopped fresh parsley, for garnish

Heat 2 Tbsp oil in a Dutch oven over medium heat. Season beef with salt and pepper, then sear in batches until browned on all sides (about 10 minutes total). Transfer beef to a plate.
