2 Tbsp neutral oil, divided

Beef Filling

1 lb lean ground beef
Kosher salt
Freshly ground black pepper
½ medium yellow onion, finely chopped
1 medium carrot, peeled and finely chopped
2 cloves garlic, finely chopped
1 tsp fresh rosemary, chopped
1 tsp fresh thyme, chopped
2 Tbsp tomato paste
¼ cup dry red wine (like Cabernet Sauvignon)
½ cup low-sodium beef broth
2 Tbsp Worcestershire sauce
2 Tbsp all-purpose flour
½ cup frozen corn
½ cup frozen peas

Mashed Potato Topping

½ cup half-and-half
4 Tbsp unsalted butter
¼ cup shredded Parmesan, divided
2 Tbsp fresh parsley, chopped (divided)

Directions

Cook the Potatoes

Heat oven to 400°F.
Pierce potatoes several times with a fork.
Place on a heatproof plate, drizzle with 1 Tbsp oil, and microwave about 7 minutes.
Turn potatoes and microwave another ~7 minutes, until a knife slides in easily.
